Consultation hub

Consultation on this website is currently closed. You can still find lots of information about the Western Distributor here.

We would like to thank everyone who got involved in the most recent phase of community consultation. Over 400 people participated at community consultation sessions.

Feedback on the concept design and other important topics – air quality, urban design, noise, walking and cycling, and construction management – was invited from 14 April until the 12 May 2016.

We will review all feedback and a consultation report detailing what we heard will be released mid-year. You can also see people’s comments in the discussion forum, interactive maps and in feedback summary documents.

All the information available during consultation can still be found here in our document library and video library.

    • View the design and consultation update brochure and video
    • View the concept design plan and 3D visuals for this section in the document library

    Key features

    • The West Gate Freeway will be widened from eight lanes to twelve lanes with most of this widening able to take place within the existing road reserve (land reserved for road widening).
    • Traffic will be separated by destination. The three centre lanes will run “express” between the M80 to the West Gate Bridge with no traffic entering or exiting – helping to reduce weaving and merging which can cause traffic flow to break down.
    • The West Gate Bridge will still carry five lanes of traffic.
    • A full Freeway Management System and rapid incident response will clear delays quickly and help improve traffic flow.
    Key design considerations
    • Providing an alternative to the West Gate Bridge and reducing truck traffic on local streets
    • Maintaining safety and good traffic flow for all road users
    • Providing all necessary movements and integrating with the existing road network
    • Staying within the existing freeway reserve wherever possible
    • Amenity for residents including noise and elevated structures
    • Construction impacts on traffic flow and nearby residents
    • Constraints presented by high-voltage towers, jet fuel line and other underground services.

Find out more about how the design is being developed in the Design Discussion Paper.

    Key features

    • The tunnel starts/ends in industrial land between Whitehall Street, Somerville Road, Youell Street and the Maribyrnong River.
    • A bridge over the Maribyrnong River connects with an elevated motorway that will run above Footscray Road.
    • A connection to the port via Mackenzie Road will improve access to the Port of Melbourne – taking trucks directly between the port and the tunnel.

    Key design considerations

    • Providing an alternative to the West Gate Bridge
    • Moving trucks out of local streets
    • The importance of Yarraville Gardens for local communities
    • Safe clearance over the Maribyrnong River while minimising the height of the bridge
    • Amenity for residents and businesses, including noise and elevated structures
    • Use of waterside areas and Maribyrnong City Council’s Footscray River Edge plan
    • Constraints presented by underground services such as the main sewer under Whitehall Street.

    • A connection to the port via Appleton Dock Road will improve access to the Port of Melbourne.
    • A connection to CityLink north will provide access between the west and the northern suburbs and the airport.
    • Two connections to the western edge of the city – one to Footscray Road and one to Dynon Road – will distribute traffic bound for the CBD north and inner north. This will also help connect growth areas in the west with expanding employment, health and education precincts north of the CBD, with fewer kilometres travelled.
    • An extension of Wurundjeri Way is proposed to complete the final section of this city bypass route. This would allow traffic from the inner west to bypass the city on trips to the south, easing the load on inner CBD streets.

    Key design considerations

    • Providing an alternative to the West Gate Bridge
    • Keeping new sections of road within existing road reserve and industrial land
    • Providing options to better distribute growing traffic demand and reduce inefficient trips
    • Retaining and enabling opportunities for revitalisation of industrial land
    • Future changes to public transport routes and connections
    • Opportunities to improve cycling and walking connections to Docklands and the west of the city
    • Constraints presented by existing infrastructure and services such as roads, rail facilities and power lines
    • Planned future land use including E-Gate and Arden-Macaulay.

A recent traffic survey in Yarraville estimated that over half the truck trips made on local streets are 'through-trips' - they do not start or finish in the local area.

The Western Distributor aims to provide a quicker and easier alternative route for these trips, especially for trucks going to the port. The number of trucks accessing the Port of Melbourne is expected to increase 173 per cent by 2041.
